New Delhi | Mangalore Refinery and Petrochemicals Limited delivered a mixed performance in FY 2024–25, achieving record operational milestones while facing severe pressure on profitability due to a sharp collapse in global refining margins.
The company reported its highest-ever turnover of ₹1.09 lakh crore and achieved record crude throughput of 18.18 Million Metric Tonnes (MMT). However, despite strong operational execution, Profit After Tax (PAT) declined sharply to just ₹51 crore, compared to ₹3,596 crore in the previous year.
The sharp earnings decline was primarily driven by a significant fall in Gross Refining Margins (GRM), which dropped to US$ 4.45 per barrel from US$ 10.36 per barrel in FY24.
Management described FY25 as a year of operational resilience amid one of the most volatile refining environments in recent years.
Fundamentals: Refining Business Facing Margin Compression
MRPL operates one of India’s major integrated refinery and petrochemical complexes, with business operations spanning:
- Crude oil refining
- Petrochemicals
- Fuel marketing
- Retail fuel distribution
- Aviation and industrial fuel supply
While operational performance remained strong, profitability was heavily impacted by the global collapse in refining spreads for key fuels such as:
- High-Speed Diesel (HSD)
- Motor Spirit (MS/Petrol)
Management highlighted that HSD crack spreads declined nearly 42%, while petrol margins fell approximately 33%, significantly compressing refining profitability.
Despite earnings pressure, operational cost discipline remained stable, with miscellaneous expenses accounting for only ~0.37% of revenue, reflecting efficient operational management at scale.
Industry Tailwinds: India’s Energy Demand Remains Strong
Although global refining margins weakened sharply, India’s long-term energy demand outlook remains robust.
1. India’s Economic Growth
India continues to remain the world’s fastest-growing major economy with approximately 6.4% GDP growth, supporting rising fuel consumption.
2. Long-Term Oil Demand Growth
Despite increasing Electric Vehicle (EV) adoption, India’s oil demand is projected to double by 2045, creating sustained long-term demand for refining capacity.
3. Infrastructure and Industrial Growth
Rapid infrastructure expansion, logistics growth, and industrialisation continue supporting petroleum demand.
4. Petrochemical Integration Opportunity
Refiners globally are increasingly integrating petrochemicals into their business models to reduce dependence on cyclical fuel margins — a strategy MRPL is now actively pursuing.
Growth Strategy: Diversification Beyond Traditional Refining
MRPL has laid out a long-term strategy focused on reducing earnings volatility through diversification and integration.
1. Petrochemical Expansion
The company is strengthening its petrochemical footprint to improve value addition and reduce sensitivity to refining margin cycles.
2. Retail Network Expansion
During FY25, MRPL commissioned 66 new HiQ retail outlets, expanding downstream fuel distribution capabilities.
3. Green Energy & Sustainable Fuel Projects
Future capex initiatives include:
- Bio-ATF (Bio Aviation Turbine Fuel) plant – ₹364 crore
- Iso-Butyl Benzene demo plant – ₹63 crore
These projects support the company’s long-term sustainability and clean energy roadmap.
4. Infrastructure Investments
The company continues investing in logistics and pipeline optimisation projects to improve operational efficiency.
Total capital commitments remaining under execution stood at approximately ₹1,414 crore.
Execution Check: Walking the Talk
Despite weak industry margins, MRPL demonstrated strong operational execution during FY25:
- Achieved highest-ever crude throughput of 18.18 MMT
- Recorded highest polypropylene sales volume
- Expanded retail fuel presence
- Reduced dependency on Middle East crude imports to 34%
These achievements indicate management’s operational capabilities remain strong despite external headwinds.
However, refining remains an inherently cyclical business, and global pricing weakness significantly impacted financial outcomes.
Governance & Management Overview
MRPL follows the governance framework applicable to Central Public Sector Enterprises (CPSEs):
- Compliance with SEBI (LODR) norms and Companies Act requirements
- Clean unqualified audit opinion from statutory auditors
- No adverse comments from the Comptroller & Auditor General (C&AG)
However, some governance concerns emerged during FY25:
- Frequent turnover in the CFO position
- Temporary non-compliance regarding Independent Director representation in the Risk Management and CSR Committees between November 2024 and March 2025
Management remuneration remains tightly regulated under Department of Public Enterprises (DPE) guidelines, rather than being directly linked to company profitability. Total KMP remuneration represented an extremely small portion of revenue at approximately 0.0007%.
Risks to Monitor
Investors should closely monitor several key risks:
- High dependence on volatile global refining margins
- Geopolitical risks affecting crude oil supply and pricing
- Shrinking crack spreads in fuel products
- High leverage and capital intensity
- Management instability due to CFO turnover
- Regulatory and environmental transition risks
Standalone contingent liabilities increased to approximately ₹311 crore, mainly related to contractor disputes, arbitration claims, and land acquisition matters.
Financial Discipline & Audit Overview
The company maintained clean accounting and audit standards during FY25:
- Statutory auditors issued an unqualified audit opinion
- No aggressive accounting practices identified
- Auditors recommended stronger automation in certain spreadsheet-based inventory valuation processes
This indicates accounting transparency remains intact despite operational challenges.
Conclusion
Mangalore Refinery and Petrochemicals Limited experienced a year of operational excellence but financial stress, as weak global refining margins sharply impacted profitability despite record throughput.
The company’s long-term strategy of petrochemical integration, retail expansion, and sustainable fuel investments appears directionally positive and may help reduce earnings cyclicality over time.
However, investors should continue monitoring refining margin trends, leverage levels, governance stability, and execution of diversification projects. MRPL’s future performance will remain heavily influenced by global energy market conditions despite its strong operational capabilities.
